The change in decree is attributed to the growing number of surf camps around Macaronis, making the 2016 limits inconsistent with the development of surf tourism and the need to increase regional revenue. However, the new decree isn't entirely without restrictions. A review is mandated within six months, and restrictions can be reinstated if 'significant negative impacts' on environmental carrying capacity, safety, or revenue targets are identified.
